Interpersonal Communications/Print Media Consultant, HIV Prevention Among Youth Project, BBC World Service Trust (BBC WST)/Asian Development Bank (ADB) Hanoi, Vietnam
As the IPC/Print Media Consultant on the ‘HIV Prevention Among Youth’ project funded by the ADB, Mr Swann guides the design and production of printed materials in support of interpersonal communicatio
n activities linked to the BBC WST produced video drama and radio programming. Mr Swann is also responsible for the design and maintenance of the Project’s website (HIV/AIDS Prevention Among Youth) and development of articles on HIV/AIDS and sexual health for publication in youth–focused newspapers and magazines.Mr Swann works closely with NGOs and government agencies to ensure that content of materials is appropriate for target audiences, technically correct and in line with government policy on HIV. Mr Swann works with various IPC outreach groups to ensure that the materials are used appropriately across the Project’s 15 provinces.

As the long–term HIV/Health Promotion Adviser on THSSP Mr Swann is responsible for a number of tasks including: 1) designing and implementing health promotion/behaviour change communication interventions for HIV responses targeting vulnerable groups, in particular settings, and in the general population; 2) management of a small grants fund for HIV responses among multi–sectoral stakeholders; 3) designing and implementing behavioural surveillance activities; and, 4) introduction of social marketing of condoms to Tibet. Mr. Swann works closely with the Tibet Regional Health Bureau and CDC and the Lhasa Municipal Health Bureau and CDC.

February:
Mr Swann participated in the review of the UNDP portfolio of DFID–funded HIV/AIDS prevention projects that have been completed, are currently being implemented and are being proposed for future funding. This review of current and planned HIV/AIDS activities contributed to a broader Strategic Review by DFID of all UNDP activities. The review team prepared 1) an evaluation report regarding ongoing and completed activities implemented by UNDP, including recommendation for project redesign; 2) recommendations on the design of the proposed UNDP Mainstreaming proposal; and 3) an assessment of the internal capacity of UNDP to implement HIV/AIDS programming.
April: Mr Swann served as a technical expert in the review, assessment and scoring of 20 proposals from local and international NGOs seeking funding to carry out three DFID–funded projects: Conducting a Study for Understanding the Patterns of Mobility and HIV Risk; Design and Implement an Integrated HIV/AIDS Awareness Programme for Innovations in HIV Communications for Media Dark Areas; and, Establishing Innovative HIV Communications Strategies and Models for Young People.

As the Health Promotion Advisor on the Georgia Primary Health Care Reform Programme Mr Swann assisted the Health Promotion Workstream Manager in designing and running two Health Promotion Strategy Workshops with key government, donor and NGOs representatives. Workshop results were used to develop a “Georgia Health Promotion Strategy—2005–2008”. The Strategy makes recommendations for health promotion/behaviour change communication interventions focusing on health priorities in Georgia. Mr Swann regularly serves as a trainer on a variety of workshops including Health Promotion Materials Development, Monitoring and Evaluation of Health Promotion Programmes and Training of Trainers for Behaviour Change and Interpersonal Communication.

Communications Planning Adviser, Bill & Melinda Gates Foundation — Project ORCHID, Australian International Health Institute/ADB
Conducted a rapid situation assessment of mass and interpersonal communication needs in Nagaland and Manipur, India in consultation with State AIDS Control Societies, NGOs, populations at risk, and media organisations and mass media and communications specialists in order to prepare a communication plan to reduce stigma and discrimination against HIV positive people. The plan developed supports the execution and sustainability of HIV prevention activities in Nagaland and Manipur through by targeting the following outcomes:
  • greater awareness among the general population of the nature and consequences of HIV infection;
  • greater responsibility in the general population to care for women and children widowed and orphaned as a result of the HIV/AIDS epidemic;
  • increase of the leadership of churches, women’s groups, police and tribal councils;
  • greater understanding of the benefit of a harm reduction approach to addiction and HIV prevention among insurgent groups and a commitment to support such interventions; and
  • greater involvement of HIV positive people and vulnerable populations in the development and delivery of messages in a variety of media that reduce stigma and discrimination.

Communications and Media Expert, HIV/AIDS Prevention Among Youth (TA 4542–Vietnam), Australian International Health Institute/ADB
As part of a nine person team Mr Swann was responsible for coordinating a series of targeted participatory exercises to obtain the views of youth and adolescents on HIV/AIDS risk behaviour and prevention. Data collected was used to develop a programme of BCC and mass media related interventions that respond to specific issues related to HIV/AIDS risks among youth and adolescents (including high-risk sup–groups). Data collection was carried out in 18 provinces covering the northern, central and southern regions of Vietnam.

As the Senior BCC Advisor for PATH/India Mr Swann is providing technical expertise and strategic leadership to PATH/India team members to plan and develop a National BCC Framework & Communication Action Plan to reduce HIV/AIDS stigma and discrimination, and a District BCC Framework & Communication Action Plan to reduce HIV/AIDS–related risk behaviours in Namakkal District, Tamil Nadu. This assignment involves the strengthening of internal and external programme linkages, and the development of strong partnerships with the National AIDS Control Organization (NACO), State AIDS Control Society (SACS), NGOs and other key stakeholders.

Behaviour Change Communication Consultant, Community Action for Preventing HIV/AIDS Project, Asian Development Bank (ADB) and Japan Fund for Poverty Reduction (JFPR), Hanoi, Vietnam, Vientiane, Lao PDR Phnom Penh, Cambodia (www.jfpr-hiv.org)
As the international BCC Consultant on the Community Action for Preventing HIV/AIDS Project (JFPR: REG-9006), Mr Swann supports the IEC Units of the national implementing agencies in Cambodia, Laos, and Vietnam in designing and implementing the BCC component of the Project. Specific responsibilities include: 1) assess BCC needs, analyze the frequency and nature of risk behaviour, design interventions to reduce risk, and identify resources that can be used; 2) develop detailed communications plans for the provinces covered by the project; 3) strengthen the provincial capacity to identify, develop, plan and implement BCC activities; 4) organize workshops to develop messages and materials; 5) develop and implement training and support for BCC activities; 6) work with communities to conduct BCC activities for the prevention of HIV/AIDS; 7) produce IEC/BCC materials for use in project provinces; and 8) design and implement advocacy activities for the Project.

Behaviour Change Communication Consultant, Family Health International (FHI)/USAID, Dili, East Timor
As a short–term BCC Consultant on the FHI supported East Timor HIV/AIDS Support Project, Mr Swann developed an HIV/AIDS transmission and prevention communication strategy targeting high risk groups (sex workers, men who have sex with men, and university students/youth) and contributing to general public awareness of HIV/AIDS and STIs. This strategy is to be used as a basis for the development of an overall national strategy. In response to the scarcity of health promotion IEC materials on HIV/AIDS awareness and prevention, Mr Swann prepared a set of recommendations for the development of locally produced health promotion IEC materials (print and electronic) to be used in ongoing HIV/AIDS prevention efforts targeting high risk groups. Working with local NGO representatives and target group members, Mr Swann designed and developed a set of IEC materials on the “ABCs of Safe Sex” and consistent condom promotion. An action plan outlining further technical assistance requirements in the development and implementation of BCC interventions and IEC materials was prepared.

As a BCC Trainer on the Uzbekistan Primary Health Care Project, Mr Swann participated in the design and delivery of a nine–day training program on current health promotion approaches for national and Oblast–level staff, and representatives of local NGOs. Participants were introduced to current theories, methodologies and practices of health promotion. Presentations, open discussions and small group exercises ensured a comprehensive exposure to contemporary health promotion techniques including health problem identification, setting measurable objectives, target audience segmentation, research methods, and monitoring and evaluation methods. A participatory training approach was used throughout the course. Working in groups participants designed Health Promotion Plans responding to national and local health promotion priorities.

As a team member on the JBIC funded "Special Assistance for Project Implementation (SAPI) Study on HIV Prevention Program on Sihanoukville Port Urgent Rehabilitation Project — Phase 2", responsible for the design and implementation of HIV/AIDS prevention Peer Education and Social Marketing activities targeting construction workers engaged for rehabilitation of the Sihanoukville port. Developed Terms of Reference for Peer Education and Social Marketing activities and identified potential partners for implementation of activities including government agencies and NGOs. Develop advocacy activities to ensure that HIV/AIDS/STI prevention interventions for construction workers are carried out, and that policy makers and government officials are aware of HIV/AIDS issues and prevention activities being undertaken.

As the Health Promotion Adviser on the AusAID funded Developing Healthy Communities Project, Mr Swann; (1) reviewed relevant Project and Government of Lao PDR documents pertaining to health promotion, (2) reviewed on–going activities with Project counterparts in Houaphan and Phongsalli provinces, (3) liaised with team members responsible for activities in health services, food security and training, and (4) identified key questions for incorporation into qualitative and quantitative surveys. Based on findings, Mr Swann prepared a Health Promotion Strategy for the Project. The strategy presents recommendations for health promotion/behaviour change communication (BCC) interventions, and outlines a framework for taking them forward.

This DFID project links with the major Government of China and World Bank initiative to strengthen Basic Health Services. As the short-term Health Promotion/Behaviour Change Advisor, responsible for conducting field trips to townships to review ongoing communication, health promotion and behaviour change activities, and determine training needs and material support. Designed and delivered a training workshop on communication, health promotion and behaviour change for key actors of the project including National/Provincial Expert Panel members and project managers at provincial and county levels.

HIV/AIDS Prevention Education Specialist, Special Assistance for Project Implementation Study on HIV Prevention Program on Sihanoukville Port Urgent Rehabilitation Project, Options/Japan Bank for International Cooperation (JBIC), Phnom Penh and Sihanoukville, Cambodia.
Responsible for the analysis of current information dissemination and education approaches in support of BCC initiatives in use in Sihanoukville specifically, and in Cambodia in general. Data and information collected will be used in developing a communication plan for the prevention of HIV transmission among the up to 500 mobile construction workers expected to participate in the JBIC-funded Sihanoukville port rehabilitation, and the direct and indirect sex workers anticipated to flow into Sihanoukville as a result of the rehabilitation work.

Providing technical support for the development of the National Centre for Health Promotion (NCHP) of the Ministry of Health (MoH). Specific activities include: 1) coordinate the development of health communication campaigns and Information, Education and Communication (IEC) materials for community-based health promotion activities; 2) assist in the development of Health Promotion Techniques training programs for district and commune level health workers; 3) work with NCHP administrators in developing the organizational structure, operational policy, and marketing and strategic plan for the NCHP; 4) develop an IEC Resource Centre including a computerized database of IEC materials; and, 5) organize and manage overseas Master study programs in Australia and Thailand.

Communications Strategy Advisor/Team Leader, Health and Population Sector Programme, Options Consulting Services, Dhaka, Bangladesh.
Developed a communications strategy to sensitise Ministry of Health and Family Welfare service providers to the reforms taking place under the Health and Population Sector Programme (HPSP). The resulting document, the Communications Strategy for Service Providers on HPSP Reforms, included analysis of obstacles to implementation of reforms, recommended communication interventions, and detailed costings and scheduling for implementation of interventions. The communications strategy outlined specific mass, group and individual communication activities to assist the Government of Bangladesh in implementing infrastructural and administrative changes outlined by the HPSP, and strengthening understanding and support of the HPSP process by service providers.

Communication Planning/Health Promotion Advisor, Community Health and Nutrition Project, World/Bank/Academy for Educational Development, Kupang, Indonesia.
Assisted the Community Health Promotion Unit of the Provincial Department of Health in Nusa Tenggara Timur province in the planning, development and implementation of health promotion/communication campaigns and IEC materials to support interventions in safe motherhood, child survival, nutrition, and immunization. Worked with provincial IEC planners in the: 1) design, implementation, and analysis of formative research programs focusing on provincial health service clients and service providers; 2) design of province-wide staff and institutional capacity building plans; 3) transfer of technical skills to staff through formal and informal training in the areas of planning and management of health promotion/communication programs and IEC materials development; and, 4) design and production of IEC materials at the provincial-level, and the adaptation and use of IEC material packages provided by the central Department of Health in Jakarta.

Communication/IEC Specialist, DTCP/UNDP, Manila, Philippines.
Responsible for providing technical assistance in communication planning, community organization, and IEC material design, production and evaluation for UN sponsored projects in the Asia/Pacific region. Activities included: 1) serving as Team Leader on a UNFPA-funded project to assist the Philippine Department of Health in the planning and delivery of community-based family planning communication/IEC activities and field-worker capacity building; 2) outlining a social forestry extension communication strategy which identified community organization requirements, IEC material requirements, and community-based government/NGO linkages for the Royal Government of Bhutan; and, 3) designing and delivering workshops on communication planning and IEC material production in support of a UNDP-funded project to strengthen the Training and Communication Sections of regional centers of the PR China, Beijing-based Council Leading Group of Economic Development for Poor Areas.

Communication Specialist/Deputy Team Leader, Agricultural Research Project - Phase II, USAID/Checchi and Company Consulting, Dhaka, Bangladesh.
Led the design and implementation of programs to enhance the agricultural communications sector of the national agricultural research system.   Activities included: 1) formulating a strategy to expedite information collection, processing, and dissemination among eleven agricultural research institutes; 2) promoting "research-to-farmer" technology transfer through establishing research institute/extension agency/farmer-group linkages, developing information and community organization campaigns, and producing IEC materials; 3) establishing and promoting uniform styles and standards for agricultural publications and audio-visual materials; and, 4) designing and implementing a library/documentation computerization program, and establishing information services including computerized literature searches of foreign and local databases, document delivery from local and international sources, compilation of subject specific bibliographies, and publication of newsletters.   Designed and managed in-country training programs including: Audio-Visual Materials Production; Word Processing and Desktop Publishing; Technical Writing and Editing; and, Library/Documentation Computerization.

Organized the design and production of IEC materials including multi-projector slide/sound presentations and videotapes for use as technology transfer (extension) and briefing tools by the Pakistan Agricultural Research Council and National Agricultural Research Centre. Directed communication section staff in all production steps including: formative research; script preparation; design of graphics/visuals; shooting and editing of slides and video; sound recording and mixing; and, pre-testing.   Assignment emphasized on-the-job training of audio-visual technicians.

Team Leader/Media Planning Consultant, Agricultural Development Information Program Phase II, ADB/PacMar, Inc, Bangkok, Thailand.
Examined various methods to integrate videotape and other mass media in Thailand's national agricultural extension scheme. Responsible for designing a national-level project to enhance the ability of the Ministry of Agriculture and Cooperatives in producing and disseminating agricultural information via television broadcast, farmer-group viewing of videotapes, and circulation of printed materials. The project strategy incorporated mechanisms to draw on private sector and NGO expertise in videotape and media material production. The project paper addressed government policy, human resource, equipment, and fiscal requirements.    As Team Leader responsible for overall program administration, report preparation, and liaison between the six person consulting team, the ADB, and the Royal Thai government.

Media Production Consultant, Small Farmer Perspective Survey, USAID/PacMar Inc, Bangkok, Thailand
Produced a videotape for use by USAID as a briefing tool, presented the concept of applying "market research" techniques to help determine project potential, design, and evaluation.   Tape included interviews with Thai farmers/aid recipients, Thai government and private sector officials, and included input from market research professionals as to research methodology and its application to public sector development programs. Responsible for designing presentation format, script development, production design, shooting and editing of video, recording and mixing of audio, and pre-testing of materials.

Media Production Training Consultant, USAID/Academy for Educational Development, Islamabad, Pakistan
Carried out a needs assessment, and designed and led an Audio-Visual Materials Production Workshop for 21 training staff from public and private sector institutes and NGOs throughout Pakistan. Presentations and hands-on training activities covered the design, production, and use of IEC materials. This two-week workshop emphasized slide/sound presentations and videotapes for use as community-based training tools. Topics included needs assessment and pre-testing techniques, research skills, script writing, 35mm still and video equipment usage, graphics for stills and video, lighting for still photography and video, audio recording and editing, and videotape editing techniques.

Media Centre Development Consultant, Aga Khan University Hospital, Karachi, Pakistan
Contracted to draw up an action plan enabling the Aga Khan University Hospital Audio-Visual Division to meet medical and health education, and public relations objectives through the effective use of IEC materials including publications, videotapes, and slide/presentations.    A detailed review of the mission and objectives of the division was carried out.   An assessment of the staffing level and their production skills, and financial and equipment support for audio-visual production services was undertaken. Prepared a project paper recommending methods, and necessary financial and administrative support, for implementing a five-year staff, equipment, and IEC materials development program for the Audio-Visual Division.

Media Production Consultant, U.S. Peace Corps, Bangkok, Thailand.
Produced a videotape on "Women in Development" exploring the expanding role of women in the rural development process of Thailand. Case studies of successful village women-groups and interviews with successful female development workers explaining rural development objectives and programs were presented. Responsible for format design geared towards the village audience, as well as production design, drafting of narrative, shooting and editing of video, recording and mixing of audio, and pre-testing. Used by Thai development and agricultural extension agents and U.S. Peace Corps volunteers as a "motivational" tool encouraging community organization among village women.

December 1985 to March 1987

Media Production Consultant, Pakistan Irrigation Systems Management Project, USAID/Checchi and Company Consulting, Lahore, Pakistan.
Undertaking several missions over a 16-month period, designed and produced six multi-projector slide/sound presentations for training, government/donor briefing, and farmer awareness of the Pakistan Irrigation Systems Management project. Target audiences included Government of Pakistan policy makers, Provincial Irrigation Department engineers, USAID officials, and village leaders. Responsible for research, script writing, design of visuals, shooting and editing slides, sound recording and mixing, and pre-testing. Designed multimedia presentation rooms for the irrigation departments of Sind, Punjab, Baluchistan, and Northwest Frontier Province. Designed the physical layout of rooms, selection of audio-visual equipment, identification of necessary financial support, and management/staffing organization. Trained several project staff in video and slide production and presentation techniques.

Media Production Consultant, Office of Accelerated Rural Development (ARD), Ministry of Agriculture and Cooperatives, Bangkok, Thailand.
Directed ARD media production personnel in the design and production of three Thai-language videotapes promoting ARD, Thai farmer, and U.S. Peace Corps Volunteer cooperation in village-level freshwater fisheries development. Topics included spawning station construction, artificial spawning, and raising of red talapia. The tapes were used to encourage the organization of Thai farmer-groups to work with ARD in establishing village-level fishery projects. Responsible for production design, video shooting and editing, audio recording and mixing, and pre-testing.

Media Planning & Production Consultant, International Human Assistance Program (IHAP)/National Association of the Deaf in Thailand (NADT), Bangkok, Thailand.
Established and managed the Media Production Unit of the NADT. Initiated the design and production of Thai Sign Language (TSL) video news and entertainment programs for the deaf, serving as "linkage tools" between four regional deaf clubs established by the NADT.    Initiated the production of an English/Thai language NADT newsletter. Responsible for the design and production of print and videotape TSL teaching materials, and the design and layout of NADT reports and promotional brochures. Emphasis on media production training/skills transfer with deaf staff. Also planned and set in motion a print and video-based public relations program for the NADT aimed at developing awareness among both the Thai and foreign communities of the concerns of the Thai Deaf.

Over a 16-month period designed and carried out several video production and training activities including:
  • Blood Bank Development -Video documentary on Peace Corps volunteer involvement in blood bank development and staff training in Thailand.
  • Hilltribe Oral Health Project - Video documentary on the implementation of the Peace Corps sponsored "Hilltribe Oral Health Project" in Chieng Mai, Thailand.
  • TEFL Agricultural Crossover - Video documentary on the Peace Corps, "Teaching English as a Foreign Language, Agricultural Crossover" volunteer training in Nong Khai, Thailand.
  • Video Production Workshop - Developed curriculum, organized, and taught a week-long "Video Production Workshop" for the Peace Corps training staff. Video training covered all aspects of video program planning, directing, shooting, editing, and production equipment.

Designed and produced a bilingual (Thai/English) slide and sound presentation depicting the activities of a World Bank-sponsored agricultural land reform project for Thailand. Responsible for scripting, photography, editing of slides and audio. Used to brief World Bank and Thai government officials on project direction and progress. Designed and produced a bilingual (Thai/English) slide and sound presentation depicting the activities of a World Bank-sponsored agricultural land reform project for Thailand. Responsible for scripting, photography, editing of slides and audio. Used to brief World Bank and Thai government officials on project direction and progress.

Field Representative, International Rescue Committee, Aranyaprathet, Thailand.
Responsible for photography and data collection on unaccompanied Khmer minors for publication of the "UNHCR Unaccompanied Minor Handbook." The handbook was used to assist Khmer adults in searching for their children or other minor relatives who had become separated during the Khmer Rouge regime, or during their subsequent escape to Thailand.   Data collection carried out in four Khmer refugee camps.

September 1978 to September 1979

Peace Corps Volunteer/Audio-Visual Technician, U.S. Peace Corps, Bangkok, Thailand.
Prepared IEC materials including brochures, booklets, slide shows, black and white and color photographs, display boards, etc., for health education/promotion uses at Mahidol Medical University, Bangkok, and for use by medical interns and doctors in village-level health clinics.  Also assisted in the design of mobile multimedia presentation units on public health/preventive medicine topics for village use.
