Behaviour Change Communication Consultant, Nippon Koei Co., Ltd., Hyderabad Outer Ring Road Construction Project Phase II, Hyderabad, India
Mr Swann is responsible for carrying out a formative assessment and designing a programme of HIV/AIDS prevention interventions targeting workers on the JICA–funded Hyderabad Outer Ring Road Construction Project. Interventions are to include group and interpersonal behaviour change communication activities with supporting print media, distribution/social marketing of condoms and on–site STI services/referrals. Mr Swann is responsible for preparing a detailed costing and implementation schedule. Interventions are being developed and carried out in cooperation with the Andhra Pradesh State AIDS Control Society and other relevant stakeholders including local and international NGOs.

Designed a five–day health promotion training workshop and supporting materials for PATHS2. A 24 page publication (‘Notes on Health Promotion and Behaviour Change’), a participant workbook, handouts and supporting PowerPoint presentations were developed. Training content covered:

  Behaviour Change Communication Expert, Assessment of Technical Capacity Building Portfolio, USAID, Regional Development Mission in Asia, Bangkok, Thailand
As part of a six–person review team, carried out an assessment of PSI’s ‘Social Marketing for STI/HIV Prevention Among High Risk Groups in the Mekong Region’ project funded by USAID. Findings used to inform the USAID Regional Development Mission in Asia’s (RDMA) in programme planning and design of future HIV technical capacity building activities in non–presence countries in Asia. The assessment also served as an end–of–project learning exercise for USAID–funded/PSI–implemented projects. Site visits were carried out in Yunnan and Guangxi provinces of PR China, and in Thailand. The assessment report made recommendations for future priorities and programming in HIV prevention specifically targeting most–at–risk populations including IDU, SW and MSM.

Organise and manage the design and production of print materials in support of interpersonal communication activities linked to the BBC WST produced video drama and radio programming. Work with NGOs and government agencies to ensure that material content is appropriate for target audiences, technically correct and in line with government policy on HIV. Work with IPC outreach groups
to ensure that materials are used appropriately across the Project’s 15 provinces. Responsible for oversight of the Project’s website (HIV/AIDS Prevention Among Youth).

Responsible for: 1) designing and implementing health promotion and behaviour change communication interventions for HIV responses targeting vulnerable groups, in particular settings, and in the general population; 2) management of a small grants fund for HIV responses among multi–sectoral stakeholders; 3) designing and implementing behavioural surveillance activities; and, 4) introduction of social marketing of condoms to Tibet. Worked with the Tibet Regional Health Bureau and CDC and the Lhasa Municipal Health Bureau and CDC.

Participated in the review of the UNDP portfolio of DFID–funded HIV/AIDS prevention projects. This review contributed to a broader Strategic Review by DFID of all UNDP activities. Prepared 1) an evaluation report regarding ongoing and completed activities implemented by UNDP, including recommendation for project redesign; 2) recommendations on the design of the proposed UNDP Mainstreaming proposal; and 3) an assessment of the internal capacity of UNDP to implement HIV/AIDS programming.
April: Served as a technical expert in the review, assessment and scoring of 20 proposals from local and international NGOs seeking funding to carry out three DFID–funded projects: Conducting a Study for Understanding the Patterns of Mobility and HIV Risk; Design and Implement an Integrated HIV/AIDS Awareness Programme for Innovations in HIV Communications for Media Dark Areas; and, Establishing Innovative HIV Communications Strategies and Models for Young People.

Conducted a rapid situation assessment of mass and interpersonal communication needs in Nagaland and Manipur, India in consultation with State AIDS Control Societies, NGOs, populations at risk, and media organisations and mass media and communications specialists in order to prepare a communication plan to reduce stigma and discrimination against HIV positive people. The plan developed supported the implementation and sustainability of HIV prevention activities in Nagaland and Manipur through by targeting the following outcomes:
  • greater awareness among the general population of the nature and consequences of HIV infection;
  • greater responsibility in the general population to care for women and children widowed and orphaned as a result of the epidemic;
  • increase of the leadership of churches, women’s groups, police and tribal councils;
  • greater understanding of the benefit of a harm reduction approach for HIV prevention; and
  • greater involvement of HIV positive people and vulnerable populations in the development and delivery of prevention interventions.

Supported the IEC Units of the national implementing agencies in Cambodia, Laos, and Vietnam in designing and implementing the BCC component of the Project. Specific responsibilities included: 1) assess BCC needs, analyze the frequency and nature of risk behaviour, design interventions to reduce risk, and identify resources that can be used; 2) develop detailed communications plans for the provinces covered by the project; 3) strengthen the provincial capacity to identify, develop, plan and implement BCC activities; 4) organize workshops to develop messages and materials; 5) develop and implement training and support for BCC activities; 6) produce IEC/BCC materials for use in project provinces; and 7) design advocacy activities for the Project.

Supported East Timor HIV/AIDS Support Project, developed an HIV/AIDS transmission and prevention communication strategy targeting high risk groups. This strategy used as a basis for the development of an overall national strategy. In response to the scarcity of IEC materials on HIV/AIDS awareness and prevention, prepared a set of recommendations for the development of locally produced IEC materials (print and electronic) to be used in ongoing HIV/AIDS prevention efforts targeting high risk groups. Worked with local NGO representatives and target group members, to design and develop a set of IEC pint materials.

Participated in the design and delivery of a nine–day training program on current health promotion approaches for national and Oblast–level staff, and representatives of local NGOs. Participants were introduced to current theories, methodologies and practices of health promotion. Presentations, open discussions and small group exercises ensured a comprehensive exposure to contemporary health promotion techniques. A participatory training approach was used throughout the course.

Responsible for analysis of information dissemination and education approaches in support of BCC initiatives in Sihanoukville. Data and information collected used in developing a communication plan for the prevention of HIV transmission among construction workers on the JBIC-funded Sihanoukville port rehabilitation, and the direct and indirect sex workers working in Sihanoukville.

Provided technical support to the National Centre for Health Promotion (NCHP) of the Ministry of Health (MoH). Specific activities included: 1) coordinate the development of health communication campaigns and Information, Education and Communication (IEC) materials for community-based health promotion activities; 2) assist in the development of Health Promotion Techniques training programs for district and commune level health workers; 3) work with NCHP administrators in developing the organizational structure, operational policy, and marketing and strategic plan for the NCHP; and 4) develop an IEC Resource Centre including a computerized database of IEC materials.
